פתיח - ועדות ציבוריות
במסגרת תפקידיי בשירות המדינה ,וגם לאחר פרישתי מהשירות הציבורי, הובלתי וועדות ממשלתיות ציבוריות רבות והייתי חבר בוועדות אחרות. מניסיוני, אין מקום לזלזול בפעילות ועדות. ועדה יכולה להיות כלי טוב לברור נושא וגיבוש המלצות. חוכמת הקבוצה, מאפשרת דיון פתוח וסיעור מוחות בהעלאת רעיונות לגיבוש מאוזן של המלצות. העובדה כי יש וועדות שהמלצותיהן אינן מיושמות אינה קשורה לעבודת הוועדה.
האתגר הגדול בגיבוש המלצות וועדה הינו להביא את השינויים הנדרשים האפשריים שיביאו לתועלת במערכת הלאומית.
כמנכ"ל משרד האוצר הובלתי שלוש ועדות ציבוריות גדולות : הוועדה לאופציות לציבור משנת 1995, הועדה לאחזקות ריאליות בידי הבנקים והוועדה לרפורמה בשוק ההון. ועדת האופציות ראתה חשיבות בהפרטת החברות הממשלתיות תוך שכלול שוק ההון הישראלי, על ידי חלוקה ללא תמורה, לאזרחי ישראל, חבילת אופציות לרכישה בהנחה מניותיהן. הועדה לאחזקות ריאליות ע"י הבנקים, משנת 1995, זיהתה לראשונה את נושא הריכוזיות וניגודי העניינים. הועדה טיפלה בסוגית יסוד במשק כחלק מהתהליך שהתרחש לאחר תוכנית הייצוב, מעבר ממשק ציבורי, ריכוזי וסגור למשק פרטי, עסקי, פתוח ותחרותי. הדו"ח שרטט ארכיטקטורה חדשה למערכת עסקית ישראלית והתייחסות חדשה לקשר בין חברות פיננסיות וחברות ריאליות, לניגודי עניינים פוטנציאליים, ועיצב נורמות בנקאיות מודרניות. בעקבות הדו"ח מפת הסקטור העסקי השתנתה.
הועדה לשוק ההון קמה בקיץ 1996 בעקבות משבר גדול בתחום קופות הגמל. המשבר העצים וויכוח בין האוצר לבנק ישראל בשאלות יסוד של שוק ההון הישראלי, והמדיניות המוניטרית והמעורבות ממשלתית בשוק ההון. הוועדה עסקה בהיבטים שונים של המערכת והפיננסית ושוק ההון כתשתית חשובה וחיונית למשק מודרני המשתלב בעולם הגלובלי.
הועדה לבחינת תקציב הביטחון משנת 2007, הניחה אבן פינה חדשה לדיון על תקציב הביטחון.
הועדה לרישום כפול בבורסה משנת 1998, שירטטה מסגרת לפיתוח שוק ההון שאפשרה לחברות הנסחרות בבורסה זרות להיסחר בבורסה בתל אביב.
